Re. Isaac told a lie.
It is strange that he told a lie about his wife, the same that his father did. Could Abraham have told his son what he did?
About the right time to tell a lie, it is written
John 8:44 8:44 Ye are of [your] father the devil, and the lusts of your father ye will do. He was a murderer from the beginning, and abode not in the truth, because there is no truth in him. When he speaketh a lie, he speaketh of his own: for he is a liar, and the father of it.

What about when Rahab lied about the spies to save them? was that the right thing to do?
