Jealousy Offering
Numbers 5:14 And the spirit of jealousy come upon him, and he be jealous of his wife, and she be defiled: or if the spirit of jealousy come upon him, and he be jealous of his wife, and she be not defiled:
The Lord made provision for every circumstance.
Chapter 5 is all about if a husband is jealous of his wife, if he suspects her of being unfaithful, the procedure to follow is clearly laid out. In verse 18 the priest uncovers the woman's head, so she must have had a covering on her head. In 1 Corinthians 11:15 we are told that a woman's long hair is a covering for her, "But if a woman have long hair, it is a glory to her: for [her] hair is given her for a covering."
So when the priest uncovered the woman's head in Numbers 5:18 he did not shave her hair off because there was a possibility that she could be innocent
WE have two different coverings, hair and cloth
