5 By these were the isles of the Gentiles divided in their lands; every one after his tongue, after their families, in their nations.

So people separated in the different countries (lands) according to their language
These groups were distinguished further by the different families
These families became the different races (nations)

so..

Country > Language (dialect) > Family > Race

Is this correct?
